Traffic Safety Committee - Traffic Control Requests

The City has a neighborhood traffic management program via the Traffic Safety Committee. The program exists to promote a safe transportation network through education, law enforcement, and engineering solutions. To submit a traffic issue for review, complete the attached form, and mail to the attention of Transportation Division Supervisor at 4100 Norfolk St., West Linn, OR 97068 or email to streets@westlinnoregon.gov.
 

Traffic Safety Committee meetings are open to the public and meet on the last Wednesday of every other month to review new requests and complaints.

Processes and Policies of the Traffic Safety Committee (2022)

Traffic control requests/complaints must be received at least 1 week prior to the next public meeting in order to be put on the agenda.  Request received after that cutoff will be added to the agenda for the next scheduled meeting.

Step 1 - Citizen or association submits a formal application to participate in the program via the City's Traffic Control Request/Investigation Form (available as an attachment at bottom of page).

Step 2 - Staff places submitted requests on the agenda for the next Traffic Safety Committee meeting and invites citizens that submitted applicable requests to attend (attendance is not required to have request reviewed).

Step 3 - After review of the issue during the Traffic Safety Committee meeting, and hearing testimony from interested citizens, the City will investigate the issue via a variety of steps which may include but are not limited to: speed studies, vehicular counts, and traffic accident history. 

Step 4 - Staff reviews results of studies and scoring system and provides a recommendation which can range from education and increased law enforcement, to installation of traffic calming devices and/or other engineering solutions.

* The review process and subsequent installation of traffic calming measures is a long-term process that can take several months to complete.  The more extensive, and expensive the request, the longer the review process will take. Such requests require more research and installation of actual traffic control measures require sourcing of materials, can at times be weather dependent, and may require coordination with other entities such as the School District, Clackamas County or the Oregon Department of Transportation.

* Any and all traffic control devices will be installed in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) and the Oregon Department of Transportation Traffic Manual.

* If after the review process a request does not warrant installation of traffic control devices or other engineering solutions, the request will revert to education and enforcement options.

* If you are unable to attend a meeting in which you have submitted a request for review, or otherwise wish to see the results of your request, you may view the summary notes through the City's E-file system in order to see the committees recommendation and/or response.
