The Climate-Friendly & Equitable Communities( (CFEC) rules were created by the State of Oregon based on an executive order issued by former Governor Kate Brown.

The new rules require some cities and counties to make significant changes to their regulations around land use and development, parking requirements, transportation system planning, and expanded regional coordination.

The primary areas of impact to the City of West Linn includes:

  • Reforming parking mandates and amending parking lot design standards
  • Preparing for the electric vehicle future
  • Planning for future transportation options
  • Adopting Metro 2040 Growth Concept town center boundaries

Each of these areas require cities to change their existing rules and policies over the next several years. One of the new rules require the City to reform the parking codes and implementing parking lot design and electric vehicle charging infrastructure requirements by end of 2025.
