Tree or Street Tree Removal Permit

What Qualifies as a Tree requiring a tree permit?

A Tree is defined as- Any woody, perennial plant—deciduous, evergreen, or coniferous—that meets the following size criteria:

  • Oregon white oak, Pacific madrone, and Pacific dogwood:
    • Minimum trunk size: 6 inches DBH (Diameter at Breast Height)
  • All other species:
    • Minimum trunk size: 12 inches DBH

Special Cases:

  • Multi-trunk trees:
    Measured at 54 inches above the ground; trunk diameters are combined to calculate total DBH.
  • Shrub-like species:
    Plants that meet the size criteria but are typically grown as shrubs are not considered trees.
    Examples include Hazelnut, Photinia or Laurel
to apply for a tree permit:

**If you are applying to remove a "Street Tree" you will need to complete and return a Street Tree Replacement Form and payment**

Tree removal application process:

  • Submit a Complete Tree Removal Application, which includes the following three documents:
    1. A Tree Removal Permit Application Form, completed and signed by the property owner and applicant.
    2. Pictures clearly identifying the tree(s) to be removed. 
    3. A Site Map with trees identified for removal, the adjacent street and any structures on the property.
    4. Trees must be marked on site with ribbon, flagging tape or other marker.

Complete Tree Removal Applications with all documents can be submitted one of the following ways:

  • Email all documents to:  treepermits@westlinnoregon.gov
  • Print all documents and submit to:  West Linn Parks & Recreation Department | 22500 Salamo Road

**Application will not be considered complete if missing any of the required documentation.**

Once your application is confirmed complete:

The City Arborist will review application and verify that the application is complete by code 8.610 Chapter 8 BUILDING

  • Processing the application may take up to 30 business days total.
    • This includes 20 business days for a decision, and a 10 business day appeal period.
      • Incomplete applications will extend processing time.
    • If the decision is appealed, it can add an additional 30 business days.

  • Once the permit has final approval you will receive an email with the approval or denial of your application.
