Alisha Bloomfield, Building Official
Alisha has played an integral role with the Building Department for the City of West Linn for nearly a decade. Protecting the safety and property value of our community at large, she previously served as Building Inspector and Plans Examiner prior to elevating to her current department head role as Building Official. She is cross certified for commercial and residential structures in both plans examining and inspections and brings a deep understanding of Oregon building code statutes, rules, and specialty codes. In her spare time, Alisha enjoys spending time with her family and reading.

Adam Bernert, Building Plans Examiner
Adam takes pride in serving the community as an Inspector and Building Plans Examiner for the City of West Linn. He holds certifications in Commercial and Residential plan review and inspection. Adam has a master’s degree in Post-Secondary, Adult, and Continuing Education as well as a Bachelor of Arts in English and History from Portland State University.

John Kott, Building Inspector
First licensed as a residential builder in 1995, John built many houses in the Mt. Hood area. His multifaceted understanding of the building industry includes experience in both commercial construction and affordable housing. He previously worked for Payne Construction remodeling Portland-area schools and also served as a site supervisor for Portland Metro Habitat for Humanity where he helped build 58 units. John expanded into building inspections in 2021, working in two different capacities for the City of Portland before joining West Linn as the Building Inspector in 2025. He enjoys many outdoor activities with his family as well as cooking and reading—and he always has a construction project in the works.

Taryn Finley, Community Development Administrative Assistant
Taryn brings more than 15 years of experience in client service, public relations, integrated communications and business administration. She previously served in both agency and corporate roles leading multi-channel program strategies, public relations campaigns, brand storytelling, product launch strategies, messaging development, crisis communications and thought leadership programs for start-ups to Fortune 500 companies. In her current role supporting Community Development (Planning and Building) and Public Works/Engineering, she thrives on connecting with others, facilitating cross-department workflow efficiencies and cultivating strong community relationships. Taryn holds a bachelor’s degree in Cognitive Science and a minor in Law & Society from the University of California, San Diego.
