2018 City Council Goals

2018 City Council

Unanimously Adopted on February 13, 2018. Goals are organized under categories from the 1994 Imagine West Linn Vision Plan, updated in 2008. Bracketed numbers refer to specific milestone activities identified by Council and are listed in the attachment below.

GUIDING PRINCIPLE #1:  SENSE OF COMMUNITY

Citizen Engagement

  1. Identify public involvement issues related to the land use process and complete the recommended CDC revision items. [0]
  2. Restore Citizen Vision Goals to the Comprehensive Plan.

 

GUIDING PRINCIPLE #2:  LAND USE AND QUALITY OF LIFE

Planning and Community & Economic Development

  1. Complete the Three-Cities IGA process to protect the City’s interest for the Stafford area.
  2. Complete baseline inventory of significant land parcels and existing zoning to evaluate consistency with community goals. [1]
  3. Support efforts to repair and reopen the Willamette Falls Locks, including participation on the Willamette Falls Locks Commission authorized by SB 256.
  4. Continue West Linn’s Waterfront Planning Project with robust community engagement. [2]
  5. Pursue planning opportunities for the use of the Old City Hall property. [3]

Transportation

  1. Move forward Phase 1 of the Highway 43 Concept Plan project. [4]
  2. Complete planning process to amend the 2016 Transportation System Plan to include Willamette Falls Drive Streetscape Plan.
  3. Implement select high priority transportation/safety measures identified in the TSP. [5]
  4. Explore improvements to 10th Street and Salamo Drive traffic control. [6]
  5. Explore approaches to improve transit services and infrastructure. [7]

 

GUIDING PRINCIPLE #3:  SUSTAINABILITY

Fiscal Sustainability

  1. Finalize project list for General Obligation Bond financing and refer measure to voters in May.
  2. Identify any deficits in City funds for Biennium 2020-2021 and make recommendations for expenditure reductions and/or new revenue sources. [8]
  3. Assess the City’s legal services with the goal of optimizing quality and costs. [9]

Environmental Sustainability

  1. Evaluate, prioritize, and incorporate environmentally sustainable practices in City activities and decision making. [10]

Utilities [11]

  1. Continue to engage the affected cities, Clackamas County, and Water & Environmental Services (WES) in governance discussions to protect West Linn ratepayer interests.

 

GUIDING PRINCIPLE #4:  COMMUNITY INSTITUTIONS

  1. Strengthen relationship between Council, City staff and residents. [12]
  2. Improve communication and collaboration with West Linn-Wilsonville School District. [13]

 

GUIDING PRINCIPLE #5:  CULTURAL DIVERSITY, EDUCATION AND THE ARTS

  1. Prepare to establish an Arts & Culture Commission. [14]
  2. Explore establishing a sister city relationship. [15]
