HB 2003 Housing Needs and Production Code Amendments

Oregon House Bill 2003, passed by the Oregon Legislature in 2019 in response to the state’s housing crisis, requires jurisdictions to update their Housing Capacity Analysis (HCA) and develop an associated Housing Production Strategy. The aim is to help communities meet the housing needs of Oregonians.

In response to HB2003, the City of West Linn completed a Housing Capacity Analysis (HCA) in June 2021. The analysis found the City has a five-acre deficiency in multi-family zoned residential buildable land and needs to comply with the Metropolitan Housing Rule, which requires an overall average density of at least eight units per net buildable acre.

The project also assessed the West Linn Comprehensive Plan housing policies and recommended amendments to ensure the City has supportive policies.

To comply with the requirements of HB2003, the City adopted the following :

1. Housing Capacity Analysis - adopted October 9, 2023

2. Amendments to West Linn Comprehensive Plan Goal 10: Housing - adopted October 9, 2023

3. West Linn Comprehensive Plan Map and West Linn Zoning Map Amendments (to rectify the deficiencies identified in the previous efforts, the City will need to identify properties to rezone for denser housing, and conduct outreach to the property owners) - adopted October 9, 2023

 

The City will have until the end of calendar year 2024 to adopt a Housing Production Strategy that outlines the tools, actions, and policies the City plans to take to address the housing need identified in the HCA.
