The proposal is to consider adopting text amendments to West Linn Comprehensive Plan Goal 10: Housing, adopting the 2021 West Linn Housing Capacity Analysis and Buildable Lands Inventory, and adopting West Linn Comprehensive Plan Map and Zoning Map amendments. The purpose of the proposal is to implement House Bill 2003 (HB2003) and the associated state statutes and administrative rules.

HB2003, passed by the Oregon Legislature in 2019 in response to the state’s housing crisis, requires jurisdictions to update their Housing Capacity Analysis (HCA) and develop an associated Housing Production Strategy (HPS). Upon adoption of the proposed amendments, the HPS process will begin. The aim is to help communities meet the housing needs of Oregonians.

The Planning Commission held three work sessions to review HB2003 Implementation:

  1. April 5, 2023 – Planning Commission reviewed the HCA and proposed Comprehensive Plan Goal 10 amendments.
  2. June 7, 2023 – Planning Commission reviewed proposed Comprehensive Plan Goal 10 amendments and the analysis completed by the consultant team for compliance with the Metropolitan Housing Rule.
  3. July, 19, 2023 - Planning Commission final review of HCA, proposed Comprehensive Plan Goal 10 Amendments and  Proposed Comprehensive Plan and Zoning Map Amendments.
  4. August 16, 2023 - Planning Commission Legislative Public Hearing to consider adopting text amendments to West Linn Comprehensive Plan Goal 10: Housing, adopting the 2021 West Linn Housing Capacity Analysis and Buildable Lands Inventory, and adopting West Linn Comprehensive Plan Map and Zoning Map amendments
  5. September 18, 2023 - City Council Work Session on HB2003 Implementation
  6. October 9, 2023 - City Council Legislative Public Hearing to consider adopting text amendments to West Linn Comprehensive Plan Goal 10: Housing, adopting the 2021 West Linn Housing Capacity Analysis and Buildable Lands Inventory, and adopting West Linn Comprehensive Plan Map and Zoning Map amendments
