Clackamas County Phase 1 Application Submitted

Clackamas County Votes to Submit Application
Clackamas County Comissioners voted unanimously yesterday, May 19th, to submit the County’s Phase 1 Reopening application (press release here) and County staff completed submission to the Governor's Office late yesterday. Status of all Oregon county applications can be found at the State website here. The County has also launched a reopening dashboard, where residents can track the County’s progress on meeting the seven prerequisites to Phase 1.

Governor Brown's Emergency Orders Remain In Place
Governor Kate Brown's emergency Stay Home, Save Lives order will remain in place while the Oregon Supreme Court reviews a Baker County judge's ruling to overturn said emergency orders. See Governor Brown's press release here.

Baseline Reopening Guidelines
On May 15, new guidelines took effect for all counties that have not yet entered Phase 1. A variety of organizations and businesses have new guidance for reopening, including state parks, transit, child care, stand-alone retail stores, and summer camps and youth activities. Guidance for these entities can be found on Governor Brown’s COVID-19 website.

West Linn Extends Emergency Declaration
On Monday, City Council voted unanimously to extend West Linn's emergency declaration to June 30th. This extension includes the moratorium on residential and commercial evictions.

Mary S. Young Park
There has been some information shared on Mary S. Young State (MSY) Park possibly being used as an isolation facility in an emergency situation for individuals that test positive for the coronavirus, but do not have a safe place to self-isolate, as part of Clackamas County’s Phase 1 Reopening application. MSY Park was listed in an early draft as a potential site only. No agreements or arrangements to use the park have been made to date and the specific reference to the site was removed in the final draft.

Rent Relief Available
If you are lacking resources due to loss of income and are at risk of homelessness, Oregon Housing and Community Services’ COVID-19 Rent Relief Program may be able to help. OHCS has allocated $8.5 million to regional Community Action Agencies (CAAs) to provide rent assistance. Learn more about the program here. New Resource Navigator for Veterans
The Oregon Department of Veterans’ Affairs has developed a new online tool to help guide veterans and their families in the wake of the economic crisis caused by COVID-19. The Veteran Resource Navigator is designed to assist veterans from all walks of life in finding the federal, state and local resources that are most needed for their unique circumstances in 2020. It's available now at oregon.gov/odva.

Keys to Oregon Study
OHSU is seeking to enroll 100,000 Oregonians across the state in the Key to Oregon study. Randomly-selected Oregon households will be mailed an invitation to join the study; community members who receive an invitation are strongly encouraged to participate to help ensure timely and accurate research results.
