City Council recap of 04/13/2015 meeting

The West Linn Girls Corner Choir launched off the April 13, 2015, West Linn City Council meeting by singing the National Anthem.

Council President Thomas Frank made four proclamations after the agenda was approved. He declared April as Child Abuse Prevention Month, April 14 as Equal Pay Day, May 3-9 as Construction Industry Safety Week and the first week of April as Arbor Week.

Budget Adjustments

The council was also asked to approve two budget adjustments for the 2014-15 biennium.

Chief Financial Officer Richard Seals told the council, “There are good supplementals and bad supplementals.”

He went on to explain that good supplementals are when the city receives extra money that it didn’t anticipate when budgeting, which was the case here.

The resolution reflected two budget changes increasing the overall budget by $2.8 million for additional capital projects funded from new revenues received during the budget biennium:

  • Increasing the Street Fund by $900,000 for additional street projects funded by the September 2013 street maintenance fee increase
  • Increasing the Water Fund by $1.9 million for additional water capital projects funded by contributions from the Lake Oswego-Tigard Water Partnership project

The budget adjustments were approved unanimously.

Water Pump Station Improvements

The last item on the agenda was to award a bid to install a third water pump and other needed updates at the emergency intertie pump station on Old River Road.

This project primarily includes installation of a third pump and motor to the emergency intertie pump. Work involves new piping, valves, electrical and control system upgrades within the existing pump station. Exterior site improvements include piping, protective bollards and installation of a new flow meter vault.

The project was advertised and bid in accordance with West Linn’s Local Contracting Rules. Five bids were received. Cascade Water Works Inc. was the lowest responsive and responsible bidder with a bid of $230,400. Cascade Water Works has successfully completed projects for the City of West Linn in the past.

This project ties in with the replacement of the Lake Oswego Water Treatment Plant that is placed in the West Linn Robinwood Neighborhood. As such, Lake Oswego-Tigard Water Partnership will reimburse the city of West Linn $191,300 for this project.

The council unanimously approved the bid award.
