Demolition and Design

Demolition of the homes on the future police station property began yesterday. View pictures of the progress here. All neighbors were notified prior to demo, and proper permits were obtained.

Thank you, Ron, for your feedback! Yes, the City and Architectural Engineering firm have every intention of saving the walnut tree, and will do everything in their power to preserve it.

I hope you are planning on retaining the old walnut tree on the police station property. It's a beautiful tree and well worth preserving.

Homes on 13th

Some of you may have noticed that the two homes on 13th have boards over the windows and doors. Demolition has not started; however in the spirit of sustainability, we did allow the previous homeowner to take doors and windows. The Project Manager is expecting to begin demolition within the next month. A permit will be obtainted, and the City will continue to look for the best ways to recycle and reuse materials.

The Police Station Facility

The Police Station Facility project schedule is on target! The project team meets weekly with the architects and other advisory members of the community. The City has initiated the registration with LEED (Leadership in Engergy and Environmental Design). The summary of LEED certification points the City will pursue is available here. Project manager, Bob Galante, is scheduled to give a project update to the City Council in September.

Eco Charrette

This week, Group Mackenzie will meet with City staff, Sustainability Advisory Board members, and others in the community for an Eco Charrette. http://westlinnoregon.gov/policestation/police-station-design-eco-charrette


An Eco Charrette is an intensive design meeting, typically assembling multiple disciplines together to brainstorm ideas for achieving a goal. The goal is to agree on project sustainability goals and measures of success and then work together as a group to outline strategies, methods and resources that will achieve the established goal.

Kick-off Meeting

Last night, City staff and Steering Committee members met with Group Mackenzie representatives to jump start the Police Station project. Introductions to team members were made, and the project scope and schedule was also reviewed. An eco-charrette is the next immediate step, and expected to take place next week.

City Council Awards A/E Contract to Group Mackenzie

Well, it's been a while since we've had any news to update the community on this project, but we now have an update!

Last night, the City Council, with the Steering Committee recommendation, awarded Group Mackenzie the contract for Architectural and Engineering Services. Watch the City Council meeting HERE (this particular topic is at 00:52:22)

A/E Services Contract Negotiations

The RFP Review Committee and the Police Station Steering Committee unanimously supports the City in moving forward with Architectural and Engineering Services contract negotiations with Group Mackenzie. The committees agreed the that other proposal did not meet the minimum qualifications of the RFP, and would not be in the best interest of the City to pursue. The Steering Committee intends to make a recommendation to City Council at the next available Council meeting.

A/E Proposals Received!

Yesterday, the City of West Linn received two proposals for Architectural and Engineering Services for the new Police Station. These proposals are available to view on our website now.

The selection committee will meet today at City Hall to review the proposals and determine if they meet the qualifications of the RFP to be considered for an interview.

Pre-Proposal Meeting Saw Great Turnout

The RFP mandatory pre-proposal meeting was held yesterday at City Hall. There was a great turnout, with eighteen representatives from architectural and engineering firms and sub-contractors.

Mandatory Pre-Proposal Meeting Scheduled

A mandatory pre-proposal meeting will be held on April 17, at 1:00 p.m. in the Council Chambers of West Linn City Hall, 22500 Salamo Rd, West Linn, Oregon 97068. This meeting is designed to provide Proposers with the opportunity to ask questions about the selection process and the program. Proposers are required to attend this meeting, if they intend to submit the RFP for Architectural and Engineering Services. As a reminder, the deadline for RFP submissions is Tuesday, April 24, at 4:00 p.m.

The next Police Station Steering Committee meeting will be the following day, April 18, at 5:00 p.m.

 

RFP for Architectural and Engineering Services

This morning, the City posted the RFP for Architectural and Engineering Services for the new Police Station facility. The RFP is available for download online at: http://westlinnoregon.gov/policestation/rfp-architectural-and-engineering-services or by visiting City Hall for a hard copy. The RFP will be advertised in the Daily Journal of Commerce on April 3, 5, 10 & 12, and in the West Linn Tidings on April 5 & 12. The close date for this RFP is 4:00 p.m. April 24.

Two lots located at:
• 8th Avenue Vacant Land – appraised value: $670,000
• 1800 8th Avenue – appraised value: $280,000
• Total Appraised Value: $950,000
• Both properties owned by Willamette Capital Investments, LLC
• Purchase Price: $850,000 (final escrow total cost with closing costs came to $853,292)
• Contingency: Bond Measure approval in November 2011

Two lots located at :
• 1819 13th Street – appraised value: $240,000
• 1849 13th Street – appraised value: $270,000
• Total Appraised Value: $510,000
• Both properties owned by a citizen
• Counter offer from owner: $600,000
• Purchase Price: $600,000 (final escrow total cost net of closing costs came to $599,965)
• Other stipulation: seller allowed to remain on the premises and live in or rent both houses without charge until at least June 30, 2012. The City is required to provide 60 days notice. Owner will agree that the property will be free of all encumbrances at that time.

Total of all four lots:
• Combined Total Appraised value: $1,460,000
• Total purchase price: $1,450,000 (final escrow total cost with closing costs came to $1,453,257)
 

Valuation of land acquisition

I'm a resident of the Willamette neighborhood in West Linn and a supporter of the police station project. As a citizen I'm curious to know how the four lots that were purchased were valued at $1,453,000. Zillow is a real estate website specializing in real estate valuation and, while their numbers are estimates, they value the four lots at $859,000. That's a discrepancy of about $600,000, meaning project paid %169 of market value. Here's a link to Zillow: http://www.zillow.com/homes/1800-8th-Ave-West-Linn,-OR-97068_rb/ Admittedly I have no experience with land acquisition for public projects nor am I aware of all the considerations that have to be made. As I stated above, the Zillow numbers are estimates though in my experience they tend to be reliable estimates. Any details about the valuation of the land acquisition for police station project would be appreciated. Thanks in advance, Joe Garstka

Catching You Up! - March 27, 2012

At the November 8, 2011 election, voters approved a ballot measure which authorized the issuance of general obligation bonds for the acquisition, construction and furnishing of a new police station. The new facility and site will accomplish many things that the existing facility does not, as well as accommodate future needs that would allow thirty-year growth for the department. On January 5, 2012 the City closed escrow on the purchase of four lots at the intersection of 8th Ave. and 10th St., for a total of $1,453,257.

The City hired Bob Galante to manage the new facility project, and City Council appointed a Steering Committee to represent the City Council and community with the development of the new police station, to ensure that the vision for a new police station is implemented to maximize value and in accordance with the Council’s and the voters’ intentions.

Since November, the Project Manager and the Steering Committee have worked together to represent the citizens of West Linn and choose a build method that will bring the most value to the community. The Steering Committee recommended to the City that a traditional Design-Bid-Build process be used.

On January 26, 2012 a pre-application was submitted to the City’s Planning Department, by the Project Manager and a Pre-Application Conference was conducted in February.

During the months of February and March, the Steering Committee assisted the Project Manager in writing the Request for Proposal and Selection Criteria for an Architectural Design Team. The RFP is expected to be released the first week in April.

On March 5, the Project Manager and members from the Steering Committee presented their first report to Council.
