West Linn Municipal Code 5.250: Running at large.
Off or outside the premises belonging to the person having the control, custody or possession of the dog while the dog is not under the complete control of such person by means of an adequate leash, or is within a vehicle of such person.
West Linn Municipal Code 5.260 (1)
It shall be a violation for a keeper of any dog to permit any such dog to run at large, as defined in section 5.250, upon any public street, highway or public place, or upon private property owned by a person or persons other than the keeper of the dog within the corporate limits of the city.
Off Leash areas:
The only area in the City of West Linn where it is legal for a dog to be off lead is the “Off Leash” field near the main parking lot of Mary S. Young Park. The off leash area is clearly marked with signs and is the only place in the park where dogs may be allowed off lead. All dogs must be leashed on all beach areas, trails and sport fields. Mary S. Young Park State Park is located on Highway 43 (Willamette Drive) between Mark Lane and Mapleton Drive.
Dangerous Dogs at Large:
If a dog has been classified as a Dangerous Dog under the West Linn Municipal Code it is considered to be at large any time it is outside of a completely enclosed or fenced area while not attached to a solid object or person capable of controlling it with a sturdy leash. Permitting a dog, which has been classified, as dangerous to run at large will result in a citation.
Suitable Leashes and Restraints:
A suitable leash means nylon, rope, chain or leather strap hooked to the dog’s collar on one end by a sturdy and secure clip, and firmly attached to the owner on the other end.
Penalties and Fines:
You may be cited to appear in court and fined up to $500.00 per violation. The judge may also order your dog to be removed from the City of West Linn, restitution for damages or any other remedy within the power of the court. Your dog may also be impounded which will incur impound fees, boarding fees, and vaccination fees while at Clackamas County Dog Services.
IMPOUND AUTHORIZATION
West Linn Municipal Code 5.285:
Any member of the police department or the dog control officer of the city is authorized to impound any dog found running at large or is found to be unlicensed as defined in section 5.250
Why Dogs Are Impounded:
There are four primary reasons a dog is impounded:
1) To protect it from cars, poisons, disease and citizens;
2) To protect the community from the dog’s digging, biting, breeding and defecating;
3) To find the owner;
4) Although your dog had identification, the officer had no method of securing the dog at your home; gates were locked, dog was digging under fence, no fence, etc.

How to Get Your Dog Out of Impound:
Before Clackamas County Dog Services will release your dog, you will first be required to:
• Get a “Dog Impound Release” from the West Linn Police Department. Clackamas County Dog Services WILL NOT RELEASE THE DOG TO YOU WITHOUT OUR IMPOUND RELEASE!
• Bring proof of valid rabies with you to the West Linn Police Department and license your dog if it does not have a current West Linn Dog License. You will be required to license your dog before an Impound Release Form is issued to you.
• Pay all fees due to Clackamas County Dog Services. You will need to call them (503) 655-8628 regarding all questions concerning monies owed for impound fees, boarding and vaccinations.
LOST AND FOUND PETS
West Linn Municipal Code 5.310 A person who finds a dog within the city limits may surrender the animal to the city or retain its possession subject to surrender upon demand of the city or the keeper of the dog. Records of reported findings shall be retained by the city and made available for public inspection.
Reporting Lost Pets:
When a pet is missing the most important step in a swift return is getting the information out. A kind person may have found your dog running in the street and picked it up. They may or may not live in the area, so the more shelters that know you are on the lookout the better!
