Surface Water Master Plan
Project will evaluate current conditions and provide future direction for the City’s surface water system. The master plan will provide capital improvement projects and priorities, system management and maintenance programmatic recommendations and costs, summary fact sheets and maps, operations and maintenance plans, funding needs/strategies, and shall meet all applicable state, regional, and local laws. Engineering modeling to assist in evaluating scope of specific problems, options, and developing sizing will be required.
The master plan is a supporting document to the Comprehensive Plan. As part of approving a new master plan, an update to the Comprehensive Plan is necessary and processed through land use file PLN-19-02.
Status Updates
12/09/2019 - Plan amendment to be reviewed/adopted at City Council meeting. Amendment includes language to reference climate change.
11/12/2019 - City Council public hearing held. Master Plan adopted.
10/21/2019 - Joint work session with City Council, Planning Commission and Utility Advisory Board.
10/02/2019 - Planning Commission public hearing. Planning Commission voted to recommend approval of the September 2019 Storm Drainage Master Plan. Work session with City Council scheduled for October 21, 2019.
09/04/2019 - Revised draft master plan discussed a Planning Commission Work Session. No additional changes were requested to the document.
08/07/2019 - Draft Surface Water Master Plan discussed at Planning Commission Work Session. Planning Commission requested the following changes: 1). Change title of document to "Storm Drainage Master Plan". 2). Change name and priority listing of Tannler Open Ditch Feasibility Study (move to high priority). 3). Include language in Executive Summary relating Master Plan to City's Comprehensive Plan. Staff is working on making these changes. The Master Plan will be discussed again at the Planning Commission Work Session September 4, 2019.
07/18/2019 - Draft Surface Water Master Plan to be discussed at the Planning Commission Work Session August 7, 2019.
06/28/2019 - Draft Surface Water Master Plan is attached below and available for public comments. Send written comments to: Amy Pepper, apepper@westlinnoregon.gov. Comments must be received by 5:00pm on August 1, 2019 for consideration prior to Planning Commission work session.
06/12/2019 - City staff are reviewing draft plan for final edits and posting to the website by early July 2019.
05/06/2019 - The City's consultant will make a presentation to the UAB on May 14, 2019.
04/04/2019 - The City's consultant will make a presentation to the UAB on April 9, 2019.
03/19/2019 - The UAB will review Stormwater Master Plans on April 9, 2019. Once draft plans are finalized they will be posted on the City's website for public comment prior to adoption.
01/08/2019 - The Utility Advisory Board meeting was cancelled for January 2019. The Surface Water Master Plan will be presented at the next regularly scheduled meeting.
12/05/2018 - The Surface Water Master Plan is anticipated to be presented to the Utility Advisory Board in January 2019.
11/13/2018 - The Surface Water Master Plan will be presented to the Utility Advisory Board in early 2019.
10/09/2018 - Project work in ongoing.
09/12/2018 - Project work is ongoing.
08/08/2018 - Project work by Consultant is ongoing. Presentation before Utility Advisory Board anticipated for this fall.
06/05/2018 - Project is ongoing.
04/09/2018 - Consultants continue to work on hydraulic models.
03/05/2018 - Consultants are working on hydraulic models.
12/15/2017 - Data collection is complete. Consultants are setting up hydraulic models.
11/02/2017 - Data collection nearly complete for setting hydraulic modeling parameters.
08/31/2017 - Data collection is continuing. Preliminary review of surface water standards are complete.
08/02/2017 - Development of data collection list and review of data received; coordination with City's GIS coordinator on GIS data delivery.
07/26/2017 - Public Outreach Survey published and advertised through September 6, 2017
06/13/2017 - Public Outreach Survey presented to Utility Advisory Board for feedback
05/08/2017 - Contract awarded to Brown & Caldwell
01/09/2017 - Brown & Caldwell selected to provide professional services for plan updates
11/11/2016 - Advertisement for Request for Qualifications
