23800 & 23834 Salamo Road - an Appeal of an Approval for a Conditional Use Permit, Class 2 Design Review, and Water Resource Area Permit for the City Operations Center
The Savanna Oaks Neighborhood Association appealed CUP-25-02/DR-25-02/WAP-25-01 on March 23, 2026.
After considering its potential bias, the West Linn City Council voted 5-0 to delegate its appellate authority over an appeal of the Planning Commission’s approval of the City of West Linn Operations Center (Project ID CUP-25-02/DR-25-02/WAP-25-01) to a Hearings Officer (Resolution 2026-03). The appeal hearing is scheduled for 5/27/26 at 6:00pm at City Hall.

The Hearings Officer considered the application at a hearing on May 27, 2026
On May 27, 2026 the Hearings Officer left the record open for all parties for 7 days, to present additional evidence, arguments or testimony until 5 p.m. on Wednesday June 3, 2026; an additional 7 days for all parties to submit additional written evidence, arguments or testimony for the purpose of responding to the new written evidence until 5 p.m. on Wednesday June 10, 2026; and an additional 7 days for the applicant to submit final written arguments until 5 p.m. on Wednesday June 17, 2026.
On June 3, 2026 the Applicant submitted a letter to Planning Staff and the Hearings Officer that certain supplemental materials provided by the Applicant prior to the May 27, 2026 hearing were not included on the City's website and requested a modification to the post-Hearing procedures to allow all participants to review all information in the record.
On June 4, 2026 the Hearings Officer released a formal order extending the written record period to June 11, 2026 'for any participant to provide evidence or argument solely to the Supplemental materials' (Supplemental Open Record Period); and the Applicant's deadline to submit Final Legal Argument was modified to June 24, 2026.
On June 5, 2026 the Hearings Officer released an amended formal order extending the written record period to June 11, 2026 'for any participant to provide evidence or argument solely to the Supplemental materials' (Supplemental Open Record Period); to allow the written record to remain open until June 18, 2026 for any participant to provide evidence or argument solely to rebut any evidence or argument submitted during the Supplemental Open Record Period; and the Applicant's deadline to submit Final Legal Argument was modified to June 24, 2026.
