Traffic

The West Linn Police Department Traffic Division is committed to community policing partnership to create a safer community by enforcing traffic safety laws, education and assisting citizens in solving traffic problems and recommending traffic engineering changes. The overall goal of the traffic division is to eliminate traffic fatalities and injuries, minimize property damage by reducing crashes and aggressive driving behavior. This is accomplished through the 3 “E’s” of traffic safety: Education, Enforcement and Engineering. 

West Linn Police Department Motor Unit

Although all Patrol Officers provide a traffic enforcement presence in the City of West Linn, it is the primary assignment of the Motor Officer to focus on addressing traffic complaints, enforce State traffic laws and to investigate traffic crashes within the City. The Traffic Division currently has one Motor Officer. This Officer works primarily day shift addressing the issues stated above.  He also works special details to include parades, special events, special enforcement details within the City and interagency traffic details. Riding motorcycles provides this unit with the mobility to address traffic problems on the spot. Motor Officers are trained and held to a very high standard of riding prowess, which provides the ability to negotiate through heavy traffic and around numerous obstacles in order to intercept and contact observed violators. The motorcycle also allows the Officer access to areas that would otherwise be "unworkable" in a Patrol car such as neighborhood trails and paths.

History of the Motor Unit

John Satter joined the West Linn Police Department in 1989 and served as a motor Officer from 1994 - 2009.  Officer Satter began the Motors program in 1994 and was issued full time status until 2002 when the unit was parked due to staffing issues within the Department. Officer Satter continued to work special assignments on the motorcycle including local parades, airshows and other special events. Officer Satter retired in 2009.  In 2011 his radio number "8S10" was retired by the City of West Linn in honor of his hard work and dedication.

Officer Gary deMoss is currently assigned as the West Linn Police Motorcycle Officer.  

Special Assignments for the Motor Unit 

Crash Reconstructionist - The West Linn Police Department Traffic Division participates as part of the Crime Reconstruction and Forensic Technician Team (CRAFT). The CRAFT Team is a multi-agency team comprised of members from Canby PD, Clackamas County District Attorney’s Office, Clackamas County SO, Lake Oswego PD, Milwaukie PD, Molalla PD, Oregon State Police and West Linn PD.  Each member has received extensive training in the area of crash dynamics and reconstruction. This team is relied upon to investigate any criminal fatality crashes within Clackamas County. They also assist the Major Crimes Unit upon request with creating scale diagrams and processing of scenes.

Commercial Truck Inspection - The West Linn Police Department has partnered with the Oregon Department of Transportation (ODOT) to inspect commercial vehicles as they travel through West Linn. I-205 is the Hazardous Material bypass through Portland. This means that all hazardous materials travelling through the Metro area travel down I-205 and through West Linn. This partnership allows West Linn Officers the ability to contact commercial vehicles and determine they are abiding by all regulations.
