On May 18 2017, the West Linn City Council approved an intergovernmental agreement (IGA) related to the potential future urbanization of the Stafford area. The IGA is between the City, Clackamas County, Metro and the cities of Lake Oswego and Tualatin.
 
The IGA states that one or more of the above mentioned cities will be the governing bodies of the area if there is expansion of the urban growth boundary and annexation; one or more of the above cities may be the governing body. A governing city will have authority over land use and provided municipal services in Stafford. However, the creation of any water or sanitary sewer districts outside Stafford to service that area will be opposed by Clackamas County and Metro.

Overall, this IGA provides the cities control over the planning, process and timing for the potential urbanization of Stafford, and ensures the Stafford Hamlet will be involved in the future. This agreement also reflects collaborative efforts between all parties to best address the needs and interests of citizens.
