City of West Linn Robinwood Neighborhood Association (RNA, RN to be used for Robinwood Neighborhood) Monthly Meeting Minutes Tuesday, 02/12/2007 Kevin Bryck called the meeting to order at 7:05 PM. Guests: Ron Whitehead, new Planning Commission member and Robinwood resident, introduced himself. Heather Karabeika and Chris Burris, candidates for Municipal Judge at the special election on March 11th, introduced themselves and spoke at length regarding their backgrounds, qualifications and plans to improve court operations. Heather Karabeika is the appointed incumbent, replacing Kathy Steele. Proposed Development on Fairveiw Way Marlin DeHaas of Dehaas & Associates, Inc. presented a preliminary proposal for a 4 lot subdivision at3484 Fairveiw Way on behalf of owner David Harman. After the presentation, a ten minute break was taken, so that residents could examine the exhibits and discuss the the project with the applicants. Concerns discussed included slopes, drainage and erosion, orientation of lots regarding setback requirements and minimum setbacks on all sides, height of houses and effect on the character of the neighborhood, disposition of the existing house and potential for further future subdivision. General Announcements Kevin Bryck noted that the continuation of the Kantara subdivision appeal and RN Plan approval are both scheduled for the Council meeting on March 10th. Kantara subdivision Appeal Update Dan Hartung and Jennifer Weltin brought us up to date on the action before the Council on Jan 28th. Public comment is completed and rebuttals will be heard at the continuance on March 10th. A petition is available, opposing. Ole Olson spoke about his research regarding Oregon Statutes, legality of NA actions, and correct steps for WL. Johnson Property Update The Planning Director rejected the application for development and the appeal deadline has passed. Thanks to all. RNA Neighborhood Plan Development Update The RN Plan went before the Planning Commission on February 6th and was recommended to the Council with only Commissioner Fisher voting against. The Planning Commission rejected all of the Planning Staff’s proposed changes except deletion of the trail map, but included two minor language changes of their own. Release from RNA Mary Ellen Rogers of 1358 Skye Pkwy and Trista Hopkins of 1354 Skye Pkwy have asked to be released from the RNA to join the Skyline Ridge NA. After spirited discussion, no consensus or conclusion was reached.Boat Ramp Update Parks Director Ken Worcester has asked the RNA for a letter endorsing the City’s application for a State Marine Board grant to rebuild and upgrade Cedar Island boat ramp in 2011. There was discussion of the need for a more global solution addressing the entire island area, including the island and slough. Drafting of a letter was assigned to the Waterfront Committee. RNA Committees Kevin Bryck again reminded the assembled masses that the RNA bylaws provide for numerous committees that are not active. A proposal for a committee to redraft that portion of the bylaws to reflect current conditions hit the floor with a resounding thud. Committees were then formed and Chairs appointed as follows: • Parks -Tina Decker • Planning - Mark Mutschler • Streets - Curt Sommers • Fire Station - Jack Norby • Riverside -Dave Froode Chairs are charged with gathering members and meeting to determine yearly goals The meeting adjourned at approximately 9:20 PM.
