City of West Linn Robinwood Neighborhood Association (RNA, RN to be used for Robinwood Neighborhood) Monthly Meeting Minutes Tuesday, 01/09/2007 Kevin Bryck called the meeting to order at 7:02 PM. Following the 4111 Elmran Drive development discussed below, the December minutes were approved. Items Discussed General Announcements • Kevin Bryck noted the following: o the next Planning Commission meeting is at 1/11 at 7:30 PM – Goal 5 (waterways). o the boat ramp dredging on the Willamette River is to be completed by end of January 2007. o volunteers were needed to attend the Pre-Application Meeting – there were no takers. o that, according the most current set of RNA bylaws (1996), the Secretary, currently Scott Sandie also acts as the Treasurer. o RN may want to establish a Planning Steering Committee to which the RNA gives authority to act on the RN behalf when matters require attention in advance of the next RN meeting o the RN Board consists of Kevin and Scott (officers), and Anne Beltman and Joe (lname unknown) (non-officers). o that he had established an internet site for residents of the RN to exchange ideas in a more informal fashion (versus the more formal setting of the RNA meeting) – the site is robinwoodna.blogspot.com Police Update Officer McKean reported on the incidents occurring in the RN during December 2006. An audience member asked Officer McKean to comment on the frequent violations of the No Parking signs on Mapleton. Officer McKean reminded attendees that there was an Identity Theft Seminar at West Linn City Hall on 1/31 at 7:00 PM. Development of 4111 Elmran Drive Matt Hastie of Cogan Owens Cogan, who first met with residents on December 9th 2006, again discussed the proposed development of 4111 Elmran Drive. As multiple attendees expressed concern about the removal of trees, Matt commented that more than half of existing trees would be spared, and noted that the ones labeled as to be removed were the proposed set of trees to be removed. Matt also noted that House 5 had been moved ‘up’ and to the ‘left’ (when looking at the site map) in response to resident concerns expressed at the 12/9/06 meeting. Attendees suggested the following: • Extend the paved walkway around the corner to the easement • Solidify the ‘envelope’ of House 5, so that a safe line of sight is maintained at the corner • Generally, the attendees expressed concern about how the development will impact the general safety at the corner (foot traffic, car traffic, and vehicle w/boat traffic). RNA Neighborhood Plan Development Update The Streetwalkers are waiting for Bryan Brown to return-to-work to continue working on the plan. Water Treatment Plan (presenter: Jack Darby) Jack mentioned that he is hosting a meeting on 1/11 at 7:00 PM at his house to brainstorm about ideas as to the status of the water treatment plan. Jack noted that on 1/11, Lake Oswego and West Linn would have a work session. System Development Charges A motion was made, and seconded, and subsequently unanimously approved, to send a letter to the City Council noting the residents of the RN feel that System Development Charges should include monies for police, fire, and schools.
