City of West Linn Robinwood Neighborhood Association (RNA, RN to be used for Robinwood Neighborhood) Monthly Meeting Minutes Tuesday, 10/10/06 Mike Kapigian called the meeting to order just after 7:00 PM. The persons who attended recited the Pledge of Allegiance. Items Discussed Police Update Officer Amendolara reported on the incidents occurring in the RN during September 2006. He noted that citizens who hit a domestic animal with their vehicle should attempt to speak with the pet’s owner and, if unable to speak with the pet’s owner, the police. Someone who hits a wild animal should call the police. Officer Amendolara also discussed identity theft prevention, the policy levy (handed out flyer), and parameters regarding the size and placement of political signs (made fact sheet available to attendees). West Linn Parks Plan Ken Worcester, Parks and Recreation Director, spoke to items in the city’s parks plan. Specifically, he mentioned: ???? A new bathroom being added to Mary S. Young park ???? Community involvement days at Midhill Park (last weekend in October) ???? Cedar Oak dredging permit was four weeks from being obtained ???? Capital expenditures project review, which included: o Completion of Robinwood Park o New docks at Cedar Oak boat ramp o Completion of Midhill Park ???? Citizen Review of the Parks Plan o Hard copies available at City Hall o Soft copy available on City website ???? All feedback should go to Parks Board ???? Following the Citizen Review period, the Parks Plan will be first be presented to the Planning Commission, then to the City Council Ken also mentioned the Transportation System Plan was progressing and to watch for further correspondence from the city on TSP development. Metro Government Activity Update Mark Turple and Karen Withrow (Metro Public Affairs) provided an update on Lake Oswego to Portland transit system development; they discussed: ???? Some of the land needed to implement parts of the transit plan are owned by a consortium of public entities ???? Ideas on table for transit system revisions for Lake Oswego to Portland o Widen 43 o Make 43 a toll way o Business service transit option along 43 ???? Speed up bus service ???? Addition of Terwilliger/Taylor’s Ferry bus route o Do nothing o Transit on river o Transit on rail 20061010 - Meeting Minutes Page 2 of 2 ???? A core concept of the transit system is that it contain transit and trail components ???? Timeline for transit system development o By early 2007, narrow down list of alternatives o Complete Environmental Impact statement o Identify/ratify final plan o Implementation RNA Neighborhood Plan Development Update Kevin Bryck noted that the Plan development team has asked for a work session with the Planning Commission. TGM Grant Update The City Manager and Mayor are determining how to apply the TGM monies that had been awarded the city for development of the RN 43 corridor. The meeting adjourned at 8:40 PM.
