Standard Construction Specifications

The second component of the City's Public Works Standards, the Standard Construction Specifications, provide material specifications, testing techniques, and information about construction techniques  for contractors, builders, and other construction professionals who are installing infrastructure within city limits.

Standard Drawings

The third component of the City's Public Works Standards, the Standard Drawings, provide illustration and visual details for all design and construction professionals who are working with infrastructure within city limits.

Design Standards

The first component of the City's Public Works Standards, the Design Standards, provide design  criteria and instructions for engineers, consultants, and other design professionals who are designing infrastructure within city limits.

Design & Construction Policies

Update: As of January 1st, 2025 we will be amending our water meter sizing standards to more closely align with the 2023 Oregon Plumbing Specialty Code.  Fixture unit loading values will not change from previous evaluation methods, but the determination of minimum size requirements will now be based off of the full scope of Table 610.4.   Meter and Building supply sizing will be based directly off of the respective columns, as written in table 610.4.

Street Lights

Most street lights in West Linn are owned and operated by PGE. The City of West Linn pays for electricity for the street lights. To report an outage or problem with a street light in your neighborhood, use the link below to report it online to PGE.

Erosion Control Permit

For sites less than 1 acre, submit your erosion control plan with your building permit application.

For sites greater than 1 acre download and complete an erosion control permit below.

For site greater than 5 acres, in addition to the City erosion control permit below, please apply for a 1200C permit with the Oregon Department of Environmental Quality.  For more information about that program, please go to: DEQ 1200C program.

Traffic Safety Committee - Traffic Control Requests

The City has a neighborhood traffic management program via the Traffic Safety Committee. The program exists to promote a safe transportation network through education, law enforcement, and engineering solutions. To submit a traffic issue for review, complete the attached form, and mail to the attention of Transportation Division Supervisor at 4100 Norfolk St., West Linn, OR 97068 or email to streets@westlinnoregon.gov.
 

Transportation System Plan

The City of West Linn adopted their first Transportation System Plan (TSP) in 2000. The plan was updated in 2008 to address growth in West Linn and its surrounding communities as well as changes to state highway facility plans in the area. The purpose of the 2016 TSP is to address regulatory changes that have occurred in the region since 2008 and project a 20-year horizon for transportation planning. An important feature of this 2016 update to the TSP is the establishment of a set of performance measures that will be used to evaluate the future success of programs and projects.
