West Linn Announces Final Candidates for Chief of Police Position

Two finalists for the West Linn Chief of Police position have been selected following an extensive screening and interview process. The finalists selected are Beaverton Police Capt. Jeffrey Williams and Lt. Terry Kruger, retired from the Portland Police Bureau.

Williams is currently a captain with the Beaverton Police Department, where he has served since 2011.  His current duties include oversight of the patrol, traffic, training and administration divisions.  Additionally, Williams serves on the Beaverton Internal Equity Team, the Beaverton Incident Management Team and serves as acting police chief as needed. Prior to joining the Beaverton Police Department, Williams served the Forest Grove Police Department where he began his law enforcement career there as a patrol officer and left as a captain. While there he organized the first annual Forest Grove Citizens Police Academy. He was awarded a management police officer certification and meritorious service medals. Williams served in the United States Coast Guard Reserve for 14 years and is a veteran of Operation Iraqi Freedom.

Kruger retired from the Portland Police Bureau in 2016, after nearly 28 years of service. He began as a patrol officer and retired as the Police Adjutant Lieutenant. His duties in that position included being adjutant for two chiefs of police, supervising the bureau’s communications unit, serving as the bureau’s business liaison and serving in other leadership roles. During his tenure Kruger served as the lieutenant overseeing the detective division and oversaw the homicide, felony assault, bias crimes, cold case, missing persons and polygraph units.  He served as lieutenant and acting captain of the Central Precinct.  As a sergeant, Kruger served in the tactical operations division as the overall team leader for the Special Emergency Reaction Team (SERT). Kruger also received numerous letters of commendation and service awards; he is a 25 year resident of West Linn.

The final screening process will involve a one-on-one interview with the City Manager, an interview with Police Department staff and a public reception to meet the candidates.  Details of the reception will be announced at a later date.
