 Accessory dwelling units (ADUs) are alternative housing options that provide opportunities for accessible and affordable living arrangements. ADUs are commonly identified as a viable way to help facilitate multigenerational housing, ‘aging in place,’ and independent living for family members, caregivers, individuals with disabilities, and individuals with special care requirements. ADUs are typically a more affordable housing option in communities because of their smaller living area and location on a property with a primary structure. West Linn Comprehensive Plan Goal 10 contains a housing goal that aligns with facilitating ADU construction as an affordable housing option.

  •    Comprehensive Plan Goal 10: Housing - Goal 3. Encourage affordable housing development for West Linn residents of all income levels.

The City’s current code requirements have made constructing an ADU within West Linn difficult for several reasons. The City Council directed the Planning Commission to recommend changes to West Linn Community Development Code (CDC) Chapter 34 - Accessory Dwelling Units.

The Planning Commission held five work sessions to consider 11 policy questions. The PC discussed the policy questions and recommended changes to the Development Code to facilitate ADU construction. The recommended changes are presented in the draft amendments.
