The City is considering adoption of an Economic Opportunities Analysis ("EOA") as a component of the City's Comprehensive Plan as well as accompanying amendments to the Background Goals, Policies and Action Measures Sections of Goal 9 of the Comprehensive Plan in accordance with Oregon Administrative Rule (OAR) 660-009-0015, and the Oregon Department of Land Conservation and Development’s (DLCD) Goal 9 guidelines defined in ORS 660-009-0015.
