Public Use of Exterior Library Spaces Policy

Purpose

West Linn Public Library supports the free exchange of information and ideas while ensuring safe, equitable, and uninterrupted access to Library spaces.  This policy establishes reasonable time, place, and manner guidelines for individuals and organizations wishing to engage in expressive activities, including tabling, petitioning, or distribution of materials on Library property.  This policy will be applied consistently to all individuals and organizations, regardless of viewpoint. Permission to use Library grounds does not constitute endorsement by West Linn Public Library or the City of West Linn.

Scope

This policy applies to individuals and organizations seeking to:

  • Distribute literature
  • Collect signatures
  • Share information
  • Engage with the public from a table or similar setup on designated outdoor areas of Library property.

Scheduling

Use of designated areas is available on a first-come, first-served basis. Advanced notice is encouraged to help staff in coordinating use and minimizing scheduling conflicts.

The Library may establish reasonable limits on duration of use, number of participants, and/or specific locations to ensure safe access and minimize disruption to Library services.

Designated Areas

Tabling and distribution activities are permitted only in outdoor areas identified by the Library, such as plazas or walkways. The Library may assign or adjust locations as needed to ensure safe and equitable use.

Activities must not:

  • Obstruct entrances, exits, or pathways
  • Interfere with ADA access
  • Disrupt normal library operations

Guidelines for Use

Individuals and groups must:

  • Not engage in aggressive, harassing, or intimidating behavior
  • Not block or impede pedestrian traffic
  • Keep noise at a reasonable level (e.g., no amplified sound without prior approval)
  • Refrain from selling goods or services
  • Comply with all applicable federal, state, and local laws and regulations

All materials, signage, tables, and equipment must be removed at the end of the activity, and the area must be left clean.

Failure to comply with this policy may result in the Library requiring an activity to be modified or discontinued. The Library may deny or end use of Library grounds if activities violate this policy, disrupt library operations, pose a safety concern, or involve illegal activity. The Library may coordinate with other City departments or law enforcement, as appropriate, to address violations of this policy or applicable law.

Liability

Participants are responsible for their own activities and any associated risks. The Library is not responsible for loss, damage, or injury resulting from use of its grounds.
