BHT NA Annual Meeting Meeting Date: 5/24/2006 Meeting Location: City Hall, West Linn, OR Attendees: David Grelewicz Sue Jones John A. Miller Shelley Zimmerman Kathy Berry Pam Yokubaitis 1. Meeting called to order at 7:00 2. Minutes from the BHT NA meeting held on 05/24/05 were read and approved. 3. Lengthy discussion regarding installation of Traffic Calming Devices: a. Need for Traffic Calming Devices is created by already existing increased traffic levels and expected increases due to Parker Road developments b. Sue Jones met with developer (Parker Crest and Maxfield) and the following points were discussed: i. Connector road between Parker Road and Beacon Hill Lane will not be a straight line, but more circuitous to discourage usage of Barrington Drive as a short-cut. ii. Construction trucks will not use Barrington Drive during construction because existing barrier on Beacon Hill Lane will remain in place until construction is complete iii. Developer pledged $6,000 for installation of traffic calming devices in BHT NA environs. This is expected to cover 3 “islands” at around $2,000 per island including irrigation, but not including vegetation and maintenance. c. In a separate meeting Sue Jones met with developer and city representatives to review preliminary locations for traffic calming devices. i. The above mentioned $2000 per island estimate was confirmed and a preliminary location map was drawn-up. ii. City representative indicated that the City will oversee and manage installation and construction of islands at no cost to BHT NA if funds for basic construction cost are obtained. d. Anticipated sources for additional funds for additional islands deemed necessary: BHT NA funds, Barrington Heights Homeowner’s Association, and possibly individuals acting on their own. 4. Motion made and passed: a. “To authorize that the balance of monies remaining in the BHT NA 2005/2006 Neighborhood Fund be forwarded to West Linn Finance Director, Elizabeth Carlson, as partial payment toward the future installation of traffic calming islands along Beacon Hill Drive.” 5. Motion made and passed: a. “To authorize $1300 of the $1500 of monies in the BHT NA 2006/2007 Neighborhood Fund be forwarded to West Linn Finance Director, Elizabeth Carlson, as partial payment toward the future installation of traffic calming islands as needed in the BHT NA neighborhood.” 6. Motion made and passed: a. “To authorize a sign be placed by the city directly across from the main entrance to Barrington Heights on Salamo Road similar to the one placed at 10th Street and Salamo Road for the purpose of enforcing the sign code of the city of West Linn.” 7. Motion made and passed: a. “To request the City to enforce the “No Trucks” sign at the main entrance to the Barrington Heights and to monitor the barricade located at Beacon Hill Lane to prevent heavy construction trucks from further damaging Barrington Drive, until completion of Parker Crest and Maxfield developments.” 8. Motion made and passed: a. “To request the City to make Barrington Drive a priority on the list of streets in need of re-surfacing.” 9. It was agreed that a meeting should be held on Tuesday, June 13, 2006 to map the placement of traffic calming islands. Dave Grelewicz will obtain map and secure a meeting location (desired location is City Hall) 10. Election of officers: there were no volunteers for office. a. Dave Grelewicz agreed to serve as President, Pro Tem. Voted and approved. b. Sue Jones agreed to serve as Vice-President, Pro Tem. Voted and approved. c. Treasurer: vacant d. Secretary: vacant 11.
