The City of West Linn, Parks and Recreation Department has applied for a Grant from the Oregon State Marine Board (OSMB). At this time the City and OSMB are providing the opportunity to submit comments on the West Linn grant application and/or any other grant application at the OSMB site.

West Linn Project Statement:
Replace broken extruded curbing with cast in place curb, overlay asphalt and restripe the parking lot to include removable bollard system to allow changes from trailer to car parking based on seasonal demand.

West Linn Project Narrative Description:
As the only boat ramp on the West side of the Willamette River for at least 10 miles in either direction, this facility receives a lot of use.  During salmon fishing season, the use of this ramp often exceeds its capacity. It has been nearly forty years since the parking lot was last paved.  The existing pavement is failing and the extruded curbing installed at that time has all but disintegrated.  The City has determined grinding and overlaying the parking lot is the best approach to restore the pavement to "as new" condition.  The City also proposing to remove all of the extruded curbing and replace it with cast in place curbing.  The use of thermoplastic striping and stenciling will extend the life of the pavement markings ten-fold eliminating the need for regularly repainting the lines etc..

Because of its location near the Cedar Island Lagoon with plenty of flat water, Cedaroak Boat Ramp has become an extremely popular launch spot for all kinds of paddle craft.  Once the main fishing season is over, the ramp becomes so inundated with paddle craft users that the current parking lot configuration creates nothing but conflict due to the disproportionate number of parking spots reserved for boat trailers. Enforcement is awkward at best, because citations are issued and trailer spots remain empty.  This project proposes the creation of some versatile parking spots that can be adjusted to accommodate either a vehicle and trailer or two vehicles without trailers depending on the seasonal demand. 

We have received a large amount of public comments regarding the lack of parking for single vehicles without trailers, and have also received requests from the Municipal Court and the Police Department to work towards some sort of solution.
