REQUEST FOR PROPOSALS
For MUNICIPAL UTILITIES FINANCIAL SERVICES for the WATER UTILITY COST of SERVICE/RATE SETTING STUDY

The City of West Linn requests proposals from individuals or firms for municipal utility financial services. The requested services will assist the City in the developing a rate necessary to implement the newly adopted water system master plan forecast through 2030 and associated capital maintenance and improvement project lists. The City desires review of various rate structures with recommendation of one(s) that best meet City goals.
The project scope in general includes: propose water rates, review and update miscellaneous fees, recommend a prudent reserve policy, develop a water connection “buy-in” fee for future new service locations.

Time and Place to Submit Proposals
Five copies of the
proposal must be submitted to the Engineering Division no later than 5:00 PM, January 16, 2009. Proposals submitted after the above stated time will not be considered. All proposals accepted by the City of West Linn shall remain valid for a period of 60 calendar days from the date accepted by the City.
A selection has been made and Pioneer Consulting Group, Woodbury, CT, has been selected for the rate study.
