Subject: Resolution No. 2010-13 – Approving an IGA between TRIMET, City of West Linn and City of Portland. The current IGA set to expire on June 30, 2010, assigns one (1) sworn West Linn Police Officer to the Transit Police Division of the Portland Police Bureau to provide law enforcement services on the TRIMET system.

The new IGA will continue this relationship for 5 (five) one year terms beginning July 1, 2010 through June 30, 2015, automatically renewing each subsequent year. This position is fully reimbursable to the City of West Linn for all salary and overtime expenses incurred by the assigned officer, plus an administrative fee to be billed to the Transit Police Division quarterly.
TRIMET contracts with the Portland Police Bureau to provide law enforcement services to the transit system metro wide through the Transit Police Division. This law enforcement Division is comprised of 58 law enforcement officers from 15 neighboring law enforcement agencies in the Portland Metropolitan area. West Linn Police has had one (1) police officer assigned to the Transit Police Division of the Portland Police Bureau since September 2008.
The Light Rail line (MAX Green Line) was opened in September 2009 and extends from the Gateway Transit Center in NE Portland to the Clackamas Town Center. Plans are being discussed to expand that line into Milwaukie and eventually down McLoughlin Blvd to the current Oregon City Transit Center in downtown Oregon City.
Clackamas County law enforcement agencies have been slow to become involved with the Transit Police Division and recently with the opening of the Green Line to the Clackamas Town Center the Clackamas County Sheriffs Department committed five deputies. Other than the West Linn Police Department the only other contributing agency is the Milwaukie Police Department whom has assigned two officers and a sergeant to the Division.
The only significant change in this IGA is a reduction of the administrative fee from ten percent to five percent. This will cause a reduction of approximately $5000 from last years revenue.
Recommended Action: Adopt the attached Resolution and approve the attached IGA.
