The September 15, 2009 ballot includes Measure 3-342, an annexation at 1025 Rosemont Road and 20800 Hidden Springs Road. The West Linn City Charter requires voter approval of all annexations of property into City boundaries.
This property is owned by the West Linn-Wilsonville School District and Palmer and Darlene Erickson. The school district proposes to build an elementary school at the site.
If the proposed annexation is approved, the city proposes to have the property zoned R-10, which is a zoning district consistent with the Comprehensive Plan Map designation and surrounding land uses. The R-10 zone permits single-family residential uses, with a maximum density of one dwelling unit for every 10,000 square feet.
Why zone it residential?
•No such “school” or “public” zones exist.
Couldn’t the property be zoned for school or similar public facilities?
•Because no “school” or “public” zones exist, all schools in West Linn are located on residential-zoned property, on R-10 zoned land.
•The West Linn City Council determined that R-10 zoning is also compatible with the adjacent neighborhoods, which are zoned R-10 or R-7.
What if the school district decides not to develop the school?
•With R-10 zoning, City staff has estimated that a maximum of 46 houses could be constructed on this site.
•The school district has given no indication to the City that is has any intention to sell the property for residential development.
•Funding for school construction at this site was approved by West Linn voters in 2008.
