On Sunday, February 15, 2009, at about 10:15 P.M. West Linn Officer Patrick McConnell saw a vehicle with a defective light make an illegal turn in the Willamette neighborhood. The vehicle then lost the officer. The vehicle is a red Pontiac Grand Am sedan.
Officer Tony Poitras responded to the area to locate the vehicle and found it unoccupied on 9th Street near Volpp Street. He got out to check the parked car, when two persons approached him. They were later identified as Melissa Marie HEDGES, the driver, and Kevin Neal STRAMPHER Jr. While Officer McConnell was on his way to the stop location he was flagged down by several people asking if he was looking for a red car that had been driving in a suspicious manner in the neighborhood.
Neither occupant of the vehicle had a valid driver's license and the car was impounded. Approximately 5.7 ounces of marijuana was located in the trunk of the vehicle. Both subjects were taken into custody for delivery and possession of a controlled substance and transported to the Clackamas County Jail.
