Any person, while on the West Linn Library premises, must respect the Library's property and the rights and safety of others.
The rules of behavior have a threefold purpose:
1. To protect the rights and safety of library patrons
2. To protect the rights and safety of staff members
3. To preserve and protect our community Library's materials, facilities, and property.
These rules of behavior apply to all library buildings, interior and exterior, to all grounds of the West Linn Library, and to all persons entering in or on the premises. Persons who violate these rules of behavior may be excluded from the library premises, have library privileges suspended, and/or be reported and held for the appropriate authorities.
When action has been taken because of violation of our rules of behavior, the person violating the rules may appeal to the West Linn Library Board in writing.
Any violation of a Federal/State statute or local ordinance is regarded as a violation of the Library's rules of behavior.
Persons conducting themselves in ways disruptive to library operations will be asked to cease the said behavior. If the behavior persists the participants will be asked to leave and, if necessary, escorted from the premises by the appropriate authorities.
SPECIFIC RULES GOVERNING THE USE OF THE WEST LINN PUBLIC LIBRARY
To insure that everyone may have a safe and enjoyable experience in our community library, patrons should observe the following guidelines:
1. Wear shoes
2. Leave pets at home, except for assistance animals
3. Attend to children
4. Practice good personal hygiene
5. Speak in a soft voice
6. Eat and drink in the library only in the course of Library-approved events.
The following behaviors are inappropriate and are not acceptable in the Library:
1. Disruptive or disorderly behavior. Disorderly conduct has the meaning provided for it in ORS 166.025 (http://www.leg.state.or.us/ors/166.html). Disruptive/disorderly behavior includes but is not limited to the following:
a. Running inside the library
b. Excessive and inappropriate noise
c. Use of tobacco products
d. Sleeping
e. Vandalism of personal or public property
2. Harassment of patrons and/or staff. Harassment has the meaning provided for it in ORS 166.065 (http://www.leg.state.or.us/ors/166.html). Harassment includes, but is not limited to:
a. Display of threatening demeanor toward staff or patrons
b. Directing obscene or verbally abusive language toward patrons or staff
c. Soliciting, petitioning, and distributing written materials for political charitable, or religious groups or causes
3. Displaying Sexually Explicit Material. Sexually explicit material has the meaning provided for it in ORS 167.051(5). The following g behavior is not permitted in the library and/or while using the West Linn Public Library provided computers:
a. Furnishing sexually explicit material to a minor (ORS 167.054)
b. Luring a minor (ORS 167.057)
c. Exhibiting an obscene performance to a minor (ORS 167.075)
d. Displaying obscene materials to a minor (ORS 167.080)
4. Illegal removal of library materials (theft). Theft has the meaning provided for it in ORS 164.015 (http://www.leg.state.or.us/ors/164.html). Theft includes but is not limited to:
a. Attempts to remove materials from the library without checking them out
b. The removal of artwork, plants, or decorations from library property
c. Clipping portions or sections from books and other library materials
5. Being under the influence of a controlled substance. Controlled substance has the meaning provided for it in ORS 167.203 http://www.leg.state.or.us/ors/167.html).
6. Committing or attempting to commit an assault. Assault has the meaning provided for it in ORS 163.160 through 163.185
