HIDDEN SPRINGS NEIGHBORHOOD ASSOCIATION APPROVED MINUTES MEETING OF MARCH 18, 2008 CALL TO ORDER. The meeting was called to order at 7:05 PM at the West Linn Adult Community Center by President, Lynn C. Fox. Other officers in attendance: Harvey Schultz, Vice President; Charles Lytle, Secretary; Donna Baker, Treasurer. QUORUM DATA. There were a total of 41 members in attendance at the January and February 2008 meetings, therefore the quorum was 4. There were 7 members at the start of the meeting, with 3 more arriving after the meeting had begun. MINUTES OF THE FEBRUARY 19, 2008 MEETING. There being no additions or corrections, President Fox declared the minutes approved as submitted. TREASURER’S REPORT. Treasurer Donna Baker reported a balance of $1,143.57. POLICE REPORT. Officer Kempas reported that W.L. police officers will now be able to attend neighborhood association meetings once per quarter due to budget restrictions. He stated that there were two domestic disturbances and one theft within the neighborhood over the last month, also numerous barking dog complaints. OLD BUSINESS. 1) The Kantara Way development appeal to the City Council will be on Monday, April 28th. 2) The office building development on Hood Street behind the library is approved because the Council vote was tied at 2 – 2, and all ties are decided in the affirmative. NEW BUSINESS n/a GUEST SPEAKERS LOIS WILBY & JANE RICHARDSON, BOSKEY DELL PROJECT. Residents in the Boskey Dell neighborhood are gathering historical information on the area, including old photos, personal reminiscences, diaries, historical documents such as newspaper files, etc. To raise money for publishing the history as a book, project leaders are selling hand-made Mason bee “houses.” The houses cost $15 each and come with hanging hardware and an informational brochure about the bees and how to best place the houses. If you have information or materials that would add to the history or if you want to support the project by purchasing a Mason bee house, send an email to boskydellproject@yahoo.com. GUEST SPEAKER BOB THOMAS. Mr. Thomas spoke on the City Council’s current discussions on passing something called “clarifying ordinances,” which he felt were a mechanism to circumvent provisions in the City Charter that require all annexations to be put to a vote by the citizens (Chapter 1, Section 3). He felt that their reason for this circumvention was because the Council feels putting any annexations into the Stafford Triangle would be voted down. Mr. Thomas also stated that a second “clarifying ordinance” was to circumvent the provision of Chapter 9, Section 46, which prohibits the city from leasing, selling, exchanging, public parks and open spaces without a vote by the citizens. The end result of passing these “clarifying ordinances” would be to change the City Charter without a citizen vote. Mr. Thomas stated that it if these two “ordinances” were passed, the City Council will use them to annex land within the Stafford Triangle without a vote of the people. A motion was made by member Dan Blankenhiem to establish a “development task force” to study this particular issue and issues involving annexation/development in general. The motion was seconded by Bob Thomas. The motion passed unanimously, 10 – 0 – 0. GUEST SPEAKERS FROM LEGACY CAREGIVER SERVICES. The speakers first gave an overview of the Legacy caregiver support program and other support groups, such as alzheimer’s, bereavement, amputee, ADHD, cancer, etc. After it was determined that the audience had no caregivers present, the speakers focused on general stress reduction. Tools for releasing stress were discussed, and was led through a “managing stress” exercise that culminated with a personal, stress reduction plan. NEXT MEETING DATE IS APRIL 15, 2008. ADJOURNMENT.
