HIDDEN SPRINGS NEIGHBORHOOD ASSOCIATION
MEETING OF JULY 17, 2007
CALL TO ORDER. The meeting was called to order at 7:00 PM at the West Linn Adult Community Center by
President, Lynn C. Fox. Other officers in attendance: Harvey Schultz, Vice President; Charles Lytle, Secretary.
QUORUM DATA. The number of eligible members since the beginning of the calendar year was 21. At 10%,
the quorum was 2.1 = 3 members. There were 7 members present at the start of the meeting. Therefore, the
meeting stands as an official meeting of the Neighborhood Association.
MINUTES OF THE JUNE 19, 2007 MEETING. There being no corrections, President Fox declared the minutes
approved as written.
TREASURER’S REPORT. President Lynn Fox reported expenditures of $280 for a traffic mirror at NE corner of
Churchill Downs and Santa Anita and approximately $50 on office supplies.
POLICE REPORT. Officer Bunch reported that the majority of calls were in response to barking and/or loose
dogs. There was one report on a loud party and one in which kids had started a fire. There was a hit and run at
the Rosemont/Santa Anita intersection; no serious injuries.
OLD BUSINESS. President Lynn Fox reported on the following:
1) Member Doug Hawkins is helping her update the NA website, West Linn Alert.
2) The park bench placement is still on hold waiting for the Parks & Rec Department to clear the
viewpoint and pour the cement pad for the base.
3) The current administration continues to funnel money to the Chamber of Commerce.
4) Three members have resigned from the neighborhood leadership team. We need volunteers to
replace them. There are still several issues that have to be incorporated into the plan, such as City
upkeep of open spaces and the issue of people turning single story houses into larger, two story houses
that block views and are too big for the lot sizes.
NEW BUSINESS. President Lynn Fox reported on the following:
1) HSNA Secretary Charles Lytle is now on the board of the Hidden Springs Ranch 8 Homeowners
Association and is in charge of landscaping. The HSR8HOA is going to work with the city to clean up
the small area at the end of the south grass strip along the west side of Santa Anita. The City had a
pump station there that was moved when the water tower was put in by Carriage Way. It is now full of
2) HSNA needs to have a member volunteer to attend meetings of the South Fork Water Board.
Council member Scott Burgess has expressed an interest in what he calls “equity sharing” of the City’s
primary water rights. She explained why she felt this would not be in the best interest of West Linn.
3) City Manager Chris Jordand has apparently hired a woman new to West Linn to revise and
homogenize and “sanitize” all the NA bylaws. President Fox checked all the references provided and
explained that they were less than laudatory. She explained that she felt the hiring of this “consultant”
was payback for her being a booster of the failed police levy efforts. When Chris Jordan was queried
about the hiring process and the references, he ignored all the questions and simply restated that he
had hired her.
HSNA Meeting Minutes
June 19, 2007
GUEST SPEAKER DAVE RITTENHOUSE, PRESIDENT, TANNER BASIN NEIGHBORHOOD ASSOCIATION.
Mr. Rittenhouse began by describing what has become known as the Tannler East property. His NA is leading
an effort to convince METRO to buy the property as part of its green spaces program. METRO Councilor Brian
Newman has told the NA that the City has to put up some of the purchase price. Mr. Rittenhouse then asked if
the NA would support Tanner Basin’s efforts. Member Charles Lytle made the following motion:
“The HSNA supports the Tanner Basin NA in its efforts in turning the Tannler East property into the
Savannah Oaks Preservation Area.”
The motion was seconded by Harvey Schultz. Vote on the motion: 4 yea, 2 nay ? the motion passed.
NEXT MEETING DATE IS AUGUST 21, 2007.
ADJOURNMENT. There being no other business to come before the membership, the meeting was adjourned
at 9:05 PM by President Lynn C. Fox.
