HIDDEN SPRINGS NEIGHBORHOOD ASSOCIATION MINUTES MEETING OF OCTOBER 17, 2006 CALL TO ORDER. The meeting was called to order at 7:07 PM at the West Linn Adult Community Center by President, Lynn C. Fox. Other officers in attendance: Harvey Schultz, Vice President; Donna Baker, Treasurer; Charles Lytle, Secretary. QUORUM DATA. Eligible members in good standing as of the previous meeting: 52. At 10%, the quorum for this meeting was 5. Only members in good standing can vote. The number of eligible members in good standing in attendance at the start of the meeting was 6. Therefore, the meeting stands as an official meeting of the Neighborhood Association. MINUTES OF THE SEPTEMBER 19, 2006 MEETING. There were no additions or corrections to the draft minutes. Treasurer Donna Baker reported an assumed current account balance of $1,280.61, no change since the September meeting. POLICE REPORT. Sgt. Neil Hennelly reported that there were a total of 35 calls within the NA boundaries since the last meeting. There were no home or car break-ins during the month. Complaints logged were the usual nuisances such as noisy parties, barking dogs, etc. Officer Hennelly reminded everyone that imprinted restaurant checks should only show the last four digits of your credit or debit card number. This is now federal law, but a number of restaurants either aren’t aware of the law or are slow to upgrade their machines. Restaurants are still a top place for ID theft, and everyone should examine their imprinted checks carefully. OLD BUSINESS. (1) President Lynn Fox reported on the work done by the Eagle Scouts clearing brush away from the viewpoint on the Palomino Loop Trail where the HSNA bench will be installed. She is working with the Parks Department to get a backhoe into the area to remove large bushes, etc. NEW BUSINESS. GUEST SPEAKER #1: Karen M. Withrow, Office of Citizen Involvement, METRO. Ms. Withrow spoke on the current traffic study of the Route 43 corridor that runs from Lake Oswego into Portland. Initial studies prompted by the rapid increase of commuter traffic showed that Route 43 could not be widened. To study alternatives, LOPAC was formed: Lake Oswego Public Advisory Committee. Four scenarios are being considered: increase in bus service; a combination of regular (many stops) plus rapid transit buses; a combination of rail (existing trolley line ) and bike trail, and using boats in the Willamette River. The water solution has been recently eliminated from consideration. The rail/trail option has significant physical problems to overcome, such as a narrow tunnel and several narrow rights-of-way that had been blasted out of solid basalt. Because a significant amount of the Route 43 traffic does not originate in Lake Oswego, high use of the rail option would require the building of one or more very large parking lots or garages somewhere close to the current trolley line terminus. METRO also has data showing that rail ridership declines when there are either multiple transfers required or connections are not made. West Linn is not represented on LOPAC, and there are no plans to increase membership. HSNA members expressed concerns that it seemed as if the city is currently satisfied to let Lake Oswego decide the future of transit in the Route 43 corridor. The Energy Trust of Oregon is a non-profit organization formed by Portland General Electric, Pacific Corp., NW Natural Gas, and Cascade Natural Gas. The organization’s mission is to promote energy efficiency in every aspect of home living. Experts from the Trust will give free home energy audits that include: furnaces, air conditioners, air purifiers, heat pumps, passive solar systems, duct and air filtering systems, windows & doors, insulation, appliances, etc. They will exchange your filament light bulbs with equivalent-wattage, high-efficiency fluorescent bulbs for free! The Trust maintains a list of approved contractors and will offer help in qualifying for Energy Star rebates and State of Oregon tax incentives. They also offer their own program of cash incentives for buying energy efficient appliances or for installing energy-saving home upgrades, such as under-floor insulation, etc. More information can be obtained by calling the Trust at 1-866-ENTRUST or via their website at www.energytrust.org.
