This document is the City’s second Popular Annual Financial Report (PAFR) and has been submitted for the Award for Outstanding Achievement in Popular Annual Financial Reporting with the GFOA. This Award is a prestigious national award that recognizes conformance with the highest standards for preparation of state and local government popular reports.

On June 22, 2009, the City Council unanimously adopted the 2010-2011 budget as approved by the Citizens' Budget Committee. The Citizens' Budget Committee held three meetings and unanimously approved the budget as proposed on Thursday, May 7, 2009.
The Comprehensive Annual Financial Report (CAFR) is the document that presents the audited financial position of the City as of June 30, 2009, and the results of operations for the fiscal year then ended. The CAFR is presented herein and was officially filed with the Secretary of State-Audits Division on December 18, 2009.
