This application is for the purpose of assessing and collecting the City of West Linn business license fee. All businesses operating within West Linn must comply with the City’s building, zoning, fire and police safety requirements. The business license year is the City’s fiscal year (July 1 through June 30). Businesses operating from fixed places within the City shall pay the in-city business license fees. Those having no fixed place of business within the City shall pay the outside city rates. No annual business license fee will exceed $200. For purposes of determining the annual license fee, “employees” is defined as the number of full-time equivalent people directly employed by the business, including the owner.
HOME OCCUPATIONS:
If your business is operated from your home and you live within the City limits, you must have a home occupation permit. If you do not already have one, please apply for one at the City’s Development Services Department, 22500 Salamo Road (503-656-4211). Failure to do so will delay approval of your business license.
RENEWAL INSTRUCTIONS:
Review the information on the renewal application for correctness. Fill in the current number of employees employed by your business or the number of dwelling units in your apartment/hotel/motel/trailer park. If any of the information is incorrect or incomplete, please make the appropriate changes in red ink. The business license fee is payable annually in advance of the business license year (July 1 to June 30). It must be paid by August 1st or it will be considered delinquent and charges will be assessed (see section on delinquent charges).
NEW BUSINESSES:
Any business that is not in operation on or before July 1, which desires to conduct business within the City, is require to make application for a license before engaging in any business activity. The fee will be considered delinquent if not paid within 30 days after commencement of the business activity and delinquent charges will be assessed (see section on delinquent charges). If a person engages in business during the first six months of the fiscal year (July-December), the fee shall be the amount charged for a full year. If a person begins engaging in business during the third quarter of the fiscal year (January – March), one-half of the annual license fee will be charged. If a person begins engaging in business during the fourth quarter of the fiscal year (April – June), one-fourth of the annual license fee will be charged. Your application will be reviewed by various City departments and once approved, the license will be issued to your business in approximately 3 to 4 weeks. APARTMENT HOUSES:
For purposes of this application, “apartment houses” means a building, portion of a building or a group of buildings on a parcel of land within the City, containing two or more dwelling units that are rented, leased, let or made available for compensation for sleeping or living purposes. The term “apartment houses” includes a hotel, motel, automobile or tourist court, rooming or lodging house, and mobile home or trailer park. “Dwelling units” means each apartment house dwelling unit occupied or available for occupancy, with the exception of an owner occupied dwelling unit, which shall not be included in the business license fee computation. In the case of a mobile home or trailer park, “dwelling units” means spaces or stalls.
DELINQUENT CHARGES (only applicable to renewals):
If the business license fee is not paid on or before the delinquent date, a delinquency charge equal to ten percent (10%) of the original business license fee due shall be added for each 30-day period, or fraction thereof, during which the business license fee and any accumulated delinquency charges remain unpaid. The total amount of the delinquency charge shall not exceed 100% of the business license fee for the year. Delinquent dates are August 1st for renewal applications and 30 days after commencement of business activity for new businesses.
