Policy Questions for Council Consideration:
In November 2006, voters approved a new METRO Greenspaces Bond Measure. Similar to the 1995 Greenspaces Bond Measure, this measure also includes a “Local Share” component of $872,000 for city projects.
As part of the original IGA with METRO a project titled Future Property Acquisition in the Stafford area was identified at a cost of $547,000.
Last July the Council approved a substitute project list that METRO could not fully support.
Staff has worked with METRO to further refine and prioritize the project list and recommends the Council add four projects as a substitute for the property acquisition project at the same cost of $547,000. Those projects are; 1). Marylhurst Park Improvements and Wetland Project. 3). Midhill Park Restroom. 4). Robinwood Park Restroom. 5.) Willamette River Bank Angling Access. These projects have all been adopted as part of the Parks Five Year Plan
I recommend a motion be passed adopting this Resolution authorizing the City Manager to enter into a modified Intergovernmental Agreement with METRO, and submitting “Attachment A” which represents the City’s current priorities for projects in the Greenspaces Bond Measure Local Share Component
