Presentation of Water Rate Options
Initiated by: City Council Goals for 2009-2010 and the Adopted Water Master Plan
The City’s Water Fund does not currently have a revenue stream that is able to sustain the recommended amount of capital maintenance needed for the water system. Voter approval of a new rate system will provide these resources.
The proposed water rate options will provide an incentive for conserving water.
Policy Questions for Council Consideration:
Does the Council wish to consider placing a measure on the September 2010 ballot that would alter the method of setting water rates and increase rates on some residents greater than the 5% annual increase allowed by the City Charter?
The West Linn City Charter only allows annual increases of up to 5% for any utility without a vote of the community.
The City Council adopted a new Water Master Plan in December 2009 that includes $21 million of maintenance projects over the next 20 years, including constructing a new Bolton Reservoir.
To initiate these projects. The City needs to increase water rates, which are currently the lowest in the region.
The Council is expected to receive the staff presentation, ask questions, and receive public comment on this item. Final Council action is scheduled for June 28.
