Budget Impact:

None at this time. If accepted, City will be responsible for 11 percent match ($9,350) of the proposed $85,000 project budget.

Sustainability Considerations:

Receipt of this TGM Grant would allow the City to plan for better pedestrian, bicycle and transit mobility resulting in increased land use efficiency and reduced emissions that contribute to climate change.

Policy Questions for Council Consideration:

Should the City pursue funding opportunities to improve pedestrian and bicycle mobility within and between its commercial centers and to facilitate compliance with upcoming RTP mandates?

Summary:

Staff is interested in pursuing a grant to perform work to complement the Trails Master Plan and to address some of the requirements for updating the Transportation System Plan.

ODOT’s Transportation and Growth Management (TGM) grants are awarded on an annual basis and may be used for planning projects that create more livable neighborhoods. TGM-related planning efforts seek to balance the transportation network to provide improved opportunities for walking, biking and transit use.

Metro is expected to adopt the Draft 2035 Regional Transportation Plan in June 2010. West Linn will have 1 year to update its Transportation System Plan to comply with new congestion and air quality targets.

Recommended Action:

Approve the attached resolution and direct staff to complete the TGM Grant Application.
