Policy Questions for Council Consideration:
The City hired FCS Group (FCSG) to update the transportation SDC based upon the most recently adopted transportation system master plan. The updated rate consists of an updated $6454 per vehicle trip and a new charge of $1466 per bike/ped trip. The proposed increase of $2075 is a 36% increase from the current transportation SDC charge of $5745. A stakeholder meeting was held with the development community who expressed a concern about the economic downturn and impact a large SDC increase would have on the value of their properties and their opportunities to build. They suggested phased or discounted implementation with possibly a “grandfathering” provision. These suggestions have been analyzed in the attached staff report.
A two-pronged approach is anticipated to fund the transportation system master plan’s Capital Improvements Plan and Capital Maintenance Plan. The SDC increase will fund the growth component; a transportation rate increase will be considered in the near future to fund the city-funded deficiencies.
Pass a resolution directing staff to implement the updated transportation SDC.
