Policy Questions for Council Consideration:
Our current IGA with Community Solutions for Clackamas County Dispute Resolution Center expired 12/31/2009.
The center works closely with those they have contracts with to address neighbor to neighbor and community disputes, provide training and coaching, and conduct outreach to encourage referrals to community mediation.
City contracts help insure that community mediation services will continue to be available to citizens within city boundaries.
Increasing referrals to the Dispute Resolution Center helps reduce costs in city staff time when dealing with chronic or complex neighbor to neighbor disputes.
The sooner a referral is made to mediation, the sooner the parties can begin looking at solutions, and not continue to escalate the conflict which can sometimes cause threats to citizen safety.
Community Solutions staff conduct roll calls with city police officers to keep them focused on making referrals to community mediation.
Cities with contracts are informed about opportunities for training in the area of conflict resolution.
The City Council pass a motion authorizing the City Manager to renew the IGA with Community Solutions for Clackamas County Dispute Resolution Center.
