Policy Questions for Council Consideration:
Does the Council wish to join with other cities in Clackamas County and be a member of the advisory committee?
The Council is asked to consider endorsing the by laws establishing the Wastewater Capacity Advisory Committee which will require approval of the Board of County Commissioner s prior to implementation.
If the Council approves the resolution, staff recommends the Council appoint an individual to represent West Linn on this committee.
In addition, the Council is asked to consider appointing one of its members to the Kellogg Treatment Plant Task Force, which is also reviewing a long-term county waste water issue.
This resolution was considered by the Council on September 21, 2009 and was not approved by a vote of 3-1. On October 5, 2009, the City Council voted 3-2 to reconsider its earlier vote and place this item on the October 26, 2009 agenda.
Attached are two sets of the draft by-laws: 1) a redlined version showing amendments previously proposed by the Council or by the provisional advisory committee; and 2) a “clean” version incorporating these proposed changes. The members of the provisional advisory committee have reviewed the proposed amendments and did not object.
Staff recommends approval of Resolution 09-20 and recommends the Council appoint one of its members to the advisory committee.
