Recycling Center provides for recycling and composting of materials that would otherwise go to the landfill and provides an environmentally sustainable service for West Linn citizens.
Policy Questions for Council Consideration:
The contract for operation of the Dan Davis Recycling Center was awarded to Pacific Land Clearing on August 1, 2004. On May 14, 2007, the City Council authorized a contract extension. As provided for in contract provision 3.1.3., staff requests an extension of the contract through 7/31/2010. Staff additionally requests a change of ownership (assignment of contract rights) approval. On October 1, 2009, PLC entered into a memorandum of understanding with Recology Oregon, Inc. to sell substantially all of PLC’s assets including those associated with the operations of Dan Davis Site. As provided in Contract Provision Article 9, Section 9.5 “Assignment”, prior to assigning the agreement to Recology Oregon, written authorization from the City of West Linn is required.
The City Council acting as the Contracts Review Board pass a motion authorizing the City Manager to extend the contract until July 31, 2010 and approve the change of ownership request.
