Project substitution for the METRO Greenspaces Natural Area Bond Measure Local Share Component

In November 2006, voters approved a new METRO Greenspaces Bond Measure. Similar to the 1995 Greenspaces Bond Measure, this measure also includes a “Local Share” component of $872,000 for City projects.
As part of the original IGA with METRO a project titled Future Property Acquisition in the Stafford area was identified at a cost of $547,000.
Staff has worked with the West Linn Parks and Recreation Advisory Board and the City Council to refine and prioritize the project list and recommends the Council add five projects as a substitute for the property acquisition project at the same cost of $547,000. Those projects are; 1). Douglas Park playground and parking. 2). Fields Bridge Park Restrooms. 3). Midhill Park Restroom. 4). Robinwood Park Restroom. 5.) Robinwood Park Spray-ground. These projects have all been adopted as part of the Parks Five Year Plan
I recommend a motion be passed authorizing the City Manager to enter into a modified Intergovernmental Agreement with METRO, and acknowledging “Attachment A” represents the City’s current priorities for projects in the Greenspaces Bond Measure Local Share Component
