Staff memorandum from Chris Kerr with a review of fees for land use appeals
Staff memorandum from Peter Spir with background information on comparable fees charged in other Oregon municipalities
Proposal would decrease the fee for land use appeals; thus, the expected revenue would decrease. It is not possible to approximate the amount of the revenue decrease as it fluctuates based on the number of appeals
Policy Questions for Council Consideration:
Should the land use appeals fee be decreased?
What is the appropriate fee amount?
Councilor Cummings proposed a decrease in the land use appeals fee, citing a correlation between a lower fee and improved citizen involvement in planning issues.
Per Council directions, the fee amount on the attached Resolution is set at $400 – a reduction of $2100 from the current fee.
This agenda bill includes a resolution that amends the Master Fees & Charges document and the page from Attachment A (the Master Fees & Charges document) related to appeals fees.
Determine the land use appeals fee, amend Attachment A, and adopt the resolution.
