Summary:
In November 2007, after reviewing the costs and benefits of potential approaches and input from Metro’s Policy Advisory Committee (MPAC) and the Metro Solid Waste Advisory Committee (SWAC), the Metro Council chose to develop a required business recycling program for formal consideration. Metro councilors and staff met with local business associations and elected officials to explain the Business Recycling Requirements program, which requires local governments to require businesses to recycle all types of recyclable paper and certain containers such as plastic bottles, aluminum cans and glass.
Between February and August 2008, more than 300 business representatives and elected officials participated in these meetings. Based on the regional input, the Metro Council adopted the Business Recycling Requirements program on September 18, 2008 (finalized February 2009).
The new Metro program requires that local governments adopt local ordinances to implement the Business Recycling Requirement by February 27, 2009.
Metro’s Business Recycling Requirements will require amending the West Linn City Code 4.519 to reflect the new changes. The proposed changes to the code are noted in the attached ordinance which mandates compliance with Metro’s Business Recycling Requirements.
Recommended Action:
Staff recommends adopting Ordinance 1585 and code changes to implement Metro’s Business Recycling Requirements.
