REQUEST FOR PROPOSALS
Notice is hereby given that the City of West Linn, (“City”), through its City Council, will receive sealed proposals for the following:
DESIGN BUILD – METAL ROOF REPAIR PROJECT at the WEST LINN PUBLIC LIBRARY
WEST LINN, OREGON
The proposed work generally consists of participating in the design solution and constructing the repair and replacement of metal roofing at the West Linn Public Library, plus miscellaneous work shown on drawings and as specified. This project requires a twenty year NDL manufacturer’s warranty and a two year workmanship warranty. All information and details for project developed to date are contained in preliminary construction drawings and specifications for project. The preliminary project plans and specifications may be examined and copies can be obtained at www.westlinnoregon.gov/rfps
A pre-offer conference will be held for this project. Attendance at the pre-offer conference is mandatory for contractors who wish to submit proposals. The pre-offer conference will be held at the West Linn Public Library at 9:00 A.M. on July 18, 2013. Statements made by City’s agents at the conference are not binding on City unless confirmed by written addendum. If it becomes necessary to issue addenda, City will not mail notice of Addenda, but will publish notice of any Addenda on City’s web site at www.westlinoregon.gov/rfps Addenda may be downloaded off the City’s web site. Proposers should frequently check the City’s web site until closing, i.e., at least once weekly until the week of Closing and at least once daily the week of the Closing.

Sealed proposals must be physically received by The City on or before 2:00 p.m. July 25, 2013 in the Office of Parks and Recreation Department, 22500 Salamo Road, West Linn, Oregon 97068. Faxed or e-mailed proposals shall not be considered.
Each proposal must identify whether the vendor is a resident vendor, as defined in ORS 279A.120. If the contract to be awarded pursuant to this solicitation is a public improvement contract, no offer will be received or considered unless the proposer is registered with the Construction Contractors Board or is licensed with the State Landscape Contractors Board, as applicable. If the contract to be awarded pursuant to this solicitation is a contract for a public work subject to ORS 279C.800 through 279C.870 or the Davis-Bacon Act (40 U.S.C. 3141 to 3148), no offer will be received or considered unless the offer contains a statement that the Proposer agrees to be bound by and will comply with the provisions of ORS 279C. 838, ORS 279C.840 or 40 U.S.C. 3141 to 3148. Each proposer shall certify that the proposer has not discriminated and will not discriminate against any minority, women or emerging small business enterprise in obtaining any required subcontract for this project.
Proposals shall be accompanied by a Certified Check or bond in the amount of ten percent (10%) of the total amount of the Proposal to be forfeited to the Owner in the event of a breach of contract. A one hundred percent (100%) performance bond will be required to guarantee the faithful performance of the contract. A one hundred percent (100%) payment bond will be required to guarantee the faithful payment of lien holders and subcontractors etc.
All proposals shall be submitted on the prescribed form and in said manner as indicated in the proposal documents. Use of recycled material is encouraged.
The anticipated size of the competitive range is $40,000 to $70,000.
The City may reject any Offer not in compliance with all prescribed Public Contracting procedures and requirements, and may reject for good cause all Offers upon the Contracting Agency's finding that it is in the public interest to do so, or may waive immaterial informalities and irregularities.
