Police Arrest Heroin Dealer After Traffic Complaint

WEST LINN - Officers heard a traffic complaint dispatched of a vehicle driving erratically through downtown Lake Oswego heading south on Willamette Drive toward West Linn. Officer Tony Poitras saw the car travelling toward him at a high rate of speed. He pulled the car over at Willamette Drive (Hwy 43) and Chow Mein Lane where he contacted the driver. Officer Poitras noticed a pen barrel caked with heroin (used as a snorting straw) in the pocket of the driver, Andrew Scott McKAY (20) of SW Portland, and took him into custody.  Officer Poitras later found seven balloons of heroin; this is how dealers package the drug for sale. Mr. McKAY was lodged at the Clackamas County Jail on Delivery of Controlled Substances (DCS)/Heroin and Possession of Controlled Substances (PCS) Heroin charges in lieu of $75,000 bail.
