Welcome to the Finance Department web page of the City of West Linn. Our mission in Finance is to ensure the fiscal integrity of the financial operations of the City. We will measure our successes in part by the feedback we receive from West Linn citizens. In this spirit and consistent with the theory of continuous improvement, we welcome any and all feedback.

About the Chief Financial Officer
Prior to joining the City of West Linn, Richard Seals was the Finance Director of City of Lake Oswego. He received undergraduate degrees in Accounting and Information Systems Management as well as a Masters in Business Administration from California State University Hayward (now East Bay). After completing his graduate program in 1986, Mr. Seals accepted employment with the then big-eight international accounting firm, PriceWaterhouse. He obtained his California CPA designation in 1989 and his Oregon CPA designation in 1990.
Richard maintains five professional licenses: Certified Public Accountant, Certified Management Accountant, Certified Financial Manager, Certified Fraud Examiner and Chartered Global Management Accountant. He is an active member of the following professional finance organizations: AICPA, OSCPA, GFOA, OGFOA, IMA and ACFE. Richard has served on the Clackamas County Audit Committee since 2008.
In May 2015, the Portland Business Journal named Richard Seals as an honoree for the CFO of the Year Award in the nonprofit category.
